A perc test determines the rate at which water drains through the soil. A perc test is conducted by drilling or digging a hole (or multiple holes) in the ground, pouring water into the hole, and then observing the rate at which water percolates, or is absorbed in the soil
In short, no, in fact no one does. Perc testing is no longer performed in Arkansas. Designated Representatives (or D.R.'s as they are commonly known) are licensed by the state to preform soil evaluations. People often call this soil evaluation a "perc test" since that is what used to be done and most people aren't aware of this change in conduct or name.
The D.R. (Designated Representative) will dig a hole (or multiple holes) and inspect the soil structure to determine the brief seasonal Water table, moderate seasonal water table, as well as looking for other features in the soil witch will allow them to "grade" the drainage qualities of the soil in order to determine the hydraulic conductivity and establish the suitability of the soil for a wastewater system.
